The San Diego Solar Equity Program, sponsored by San Diego Gas & Electric® (SDG&E®), is designed to enable income-qualified homeowners who live within the City of San Diego to install rooftop solar and enjoy the benefits of clean energy and energy savings. This program is established under the franchise Energy Cooperation Agreement between SDG&E and the City of San Diego, specifically for customers who have historically been unable to access solar technology.

County of San Diego

The County of San Diego is opening a pilot solar incentive program for income-qualified homeowners in disadvantaged communities within the unincorporated areas of San Diego County. This pilot will run for one application cycle and support up to 22 residential solar installations. It is funded by the Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program.

SDG&E Bill Discount Programs

A variety of assistance programs offered to SDG&E customers, including bill discounts, payment arrangements and debt forgiveness, are available to those who are struggling to pay their utility bill.

Energy Savings Assistance Program

Income-qualified SDG&E customers, whether they own or rent, could be eligible to receive no-cost energy-efficient products and installations, such as smart thermostats, attic insulation, energy-efficient lighting, weather-stripping for doors, low-flow showerheads, and water heater blankets.

Residential Energy Solutions

This SDG&E program provides no-cost energy efficiency upgrades for both renters and homeowners, including smart thermostats, high-efficiency brushless fan motors, pipe wrap, thermostat shower valves, low-flow faucet aerators and shower heads.

Residential Zero Net Energy Transformation (RZNET)

Assists SDG&E multifamily and manufactured housing customers with navigating their path to zero net energy.

San Diego Community Power (SDCP) Solar Battery Savings Program

Receive rebates and incentives to either install a new solar and battery system or add battery storage to your existing solar system (must be SDCP customer.)

Golden State Rebates

This state-wide program offers instant rebates ranging from $20 to $500 for high-efficiency products, such as smart thermostats, room air conditioners, and heat pump and gas tank water heaters.

Equitable Building Decarbonization Program

Southern California (EBD): Offers no-cost electrical appliance home upgrades such as heating and cooling, water heating, cooking, laundry, and home efficiency.

San Diego County Water Authority Water Efficiency Programs

Residents can take advantage of savings on a variety of water-saving technologies such as high-efficiency clothes washers and toilets, turf replacement, smart controllers and irrigation nozzles.

About the San Diego Solar Equity Program

The San Diego Solar Equity Program (SDSEP) is a 10-year incentive program funded by San Diego Gas & Electric (SDG&E) shareholder funds as part of the City of San Diego’s franchise agreement with SDG&E. The program allocates a total of $10 million, $1 million per year, to provide eligible, income-qualifying customers with monetary assistance to install solar panels on their homes.

The San Diego Solar Equity Program - County Pilot (SDSEP - County) is a small-scale pilot that leverages federal funds to incentivize solar for low-income customers in the unincorporated areas of San Diego County. The SDSEP - County is anticipated to support up to 22 projects, and the outcomes of the pilot will inform future programs serving unincorporated county residents.
